Why can’t countries use there full rosters? Just look at the recent world cup and how competitive it was, countries like New Zealand, Japan, Chile, USA for example all making it to the 32 and that shows that it is competitive in many countries.

Also, FIFA don’t organise the Olympic Football tournament, and it usually coincides with other football tournaments, U23 makes more sense, as most top clubs, the Real Madrids and Man Utds wouldn’t want to release their top players in August or September, when the Olympics are usually held.
